Originariamente chiamato "Casa della Repubblica", era uno dei progetti più spettacolari portati sotto il dominio di Ceausescu. Fu costruito tra il 1984 e il 1997 e detiene il Guinness World Record per il più grande edificio amministrativo del mondo, misura 240 metri di lunghezza, 270 di larghezza e 84 di altezza. L'edificio è anche noto come la casa del popolo.
